Fife Stewart’s Resort to Expand with 216 Lodges

Stewart’s Resort, a holiday park in St Andrews near the Cameron Reservoir, submitted plans last December to expand with an additional 216 luxury lodges. The third phase of the £20 million initiative by Gleneagles Holiday Park Ltd, which manages the resort, would nearly double the park’s current size.


The holiday park, which sells and rents lodges, currently has 82 holiday homes, as well as an on-site spa, gym, and restaurant. Phase two of the expansion plan saw the construction of an additional 131 homes nearby. Phase three seeks to turn nearby agricultural land into a spot for the new lodges.


Montgomery Forgan Associates, an architectural consultant company working with Gleneagles Holiday Park Ltd to develop the site, said in the expansion proposal form that “the proposed expansion site would make use of agricultural land and utilise the resort’s existing infrastructure to minimise the footprint of the development upon the area.”


Fife Council received the application for the 216-lodge expansion on 18 December, 2025 and validated it on 30 January, 2026. The expansion has yet to be fully approved. The decision date for the expansion is set for 30 May, 2026, according to the case details form on the Fife Council website.


Fife Council is currently seeking comments from locals in regard to the proposed expansion for Stewart’s Resort. The expiry date for the neighbour consultation phase is 24 March, 2026.


The second phase of the expansion plan was originally refused by Fife Council in 2022, according to reporting from The Courier. Councillors worried that the expansion could cause an influx of traffic on A915, yet the Scottish Government approved the plan on appeal in 2023.


The December proposal form for phase three states: “The extension will be fully integrated with the existing resort, with access taken via a continuation of the internal road network. No new access to the public road network is required, as the development will utilise the existing Stewart’s Resort entrance.”


Gleneagles Holiday Park Ltd also manages two other locations, Glenesk Holiday Park in Edzell and St Andrews Lodge Park in Strathkinness.
